Private question...? guys? peniss problems? lol!?

Ok so here's the deal sinse I was small my parents nvr told me that I had to clean under my foreskin...I eventually had to find out that I had to do that a few yrs ago...I can retract fine now, but found there's a lil skin attached to the head of the penis. So the skin is attached to the head and to the foreskin...make sense? It is not allowing me to retract it past the head so I can clean better. Its actual skin and idk how to deal with this? It kinda hurts when I have sex and I don't let my gf touch cuz she jus yanks it down lol...what should I do???
