Why has Pro Activ Not worked for me yet, tips?

Hey guys, ive been using pro activ for about a lil more than 2 months and most of it has gone away but my face has not fully cleared. I am wondering what i am doing wrong? ive followed all of the rules precisely but the only thing i dont do is when putting on step 2 i use my fingers instead a cotton ball. could that be the problem?, i read that it was alright to do and i wash my hands before. any tips to fully get rid of it?
